Composition of the National Executive Committee (NEC) of the 13th Supreme Soviet

Part of the Pre-Referendum, 1996, legislative body of Belarus

"Narodnaya Volia, Belarus' independent newspaper, has published the composition, internal regulations and manifesto of the National Executive Committee (NEC), the country's coalition shadow government, in its February 19 edition."

"According to the committee's manifesto, its aim is to work out 'measures to prevent the devastative economic policy pursued by the executive authorities...' The NEC consists of 18 members. It is headed by Gennady Karpenko, Dr of Engineering, deputy chairman of the 13th Supreme Soviet, the Belarusian parliament disbanded after the November 1996 referendum. Mr Karpenko has two deputies, namely the ex-head of the Belarusian National Bank, Stanislav Bogdankevich, Dr of Economics, leader of the United Civic Party (UCP); and the ex-parliamentary speaker, Mecheslav Grib. Apart from them, the NEC Presidium also includes Nikolai Statkevich, Candidate of War Science, leader of the Belarusian Social Democratic Party (BSDP); and ex-premier Mikhail Chigir."

"The NEC has 15 committees. Two of them are led by Messrs Bogdankevich (the Committee on Economic Policy) and Grib (the Committee on Human Rights). There are also the following committees:"

The Hrodna Regional Committee, the only regional committee, is headed by Mecheslav Girut, leader of the faction of Agrarians in the 13th Supreme Soviet.

The NEC undertakes to defend human rights and people's freedoms; prepare economic programs and forecasts; inform people and the international community about the economic and political situation in the country; look for efficient models and ways of Belarus' development and prepare legislation; and establish and maintain international contacts.

The NEC has been set up by a decision of the 13th Supreme Soviet. It will convene at least once a month.
