  Originally scheduled for October, 1998, it has been re-scheduled by the Belarusian National Assembly; it is now [June, 1998] tentatively scheduled for early 1999.

  "According to the press office of the Council of the Republic (upper house of the Belarusian National Assembly--[note: which is not recognized by most countries nor international organizations]), an official letter has been sent to the Belarusian-Russian Union Parliamentary Assembly, proposing that an international conference be held under the aegis of the Belarusian-Russian Union Parliamentary Assembly."

  "Invitations to attend the conference would be extended to parliamentarians in European countries. Participants at the conference would discuss ways to prevent an environmental catastrophe in the Baltic and North Seas which experts say may take place in 3 to 6 years."

• January 1 and 15, 1999   -- Seventieth Anniversary of the Belarusian National Academy of Sciences   Mensk, Belarus
  "The Bureau of the Presidium of the Belarusian National Academy of Sciences has approved a plan of activities to mark the Academy's 70th anniversary, which will be celebrated on January 1, 1999."

  "The plan includes a ceremony which will be held at the Opera and Ballet Theatre in Minsk on January 15; jubilee sessions at all the six departments of the Academy, scheduled for December 1998 and January 1999; the publication of books titled "The Belarusian National Academy of Sciences-- Personnel Composition", "The Belarusian National Academy of Sciences--A Short Essay" and "Belarusian Science in the 20th Century" in December 1998 and January 1999; the publication of jubilee issues of scientific magazines in the fourth quarter of 1998; a jubilee exhibition of achievements of the Belarusian National Academy of Sciences in December 1998; and the preparation of a programme to upgrade the Academy's material and technical facilities, which is to be completed in September 1998."

  "The forum's organizing committee headed by Professor Mikhail Tyavlovsky, vice president of the Belarusian branch of the International Academy of Ecology, has recently held a working meeting at the International Educational Centre in Minsk."

  "The congress is to be attended by demographers, environmentalists, physicians, anthropologists, and other experts. They will discuss public health protection; the creation of a legal basis for Belarus' demographic policies; medical, legal and moral aspects of abortion; the impact of education, culture, and arts on demographic problems; the establishment of a family planning service; and the prevention of alcohol and drug abuse."

  The 13th Supreme Soviet has decided to set the date of the next presidential elections in Belarus for May 16, 1999. The 13th Supreme Soviet is still considered the legitimate parliamentary body of Belarus by most international organizations and governments, though its functions have been usurped by the current regime of Belarus.

  The 10th festival of Belarusian rock music will feature well-known Belarusian bands such as NRM, Krama, Uliss, Bonda, and Palats. • July 20, 1999   -- End of President Lukashenka's [democratic] Term of Office
  After this date, most countries of the world will no longer view Aleksandr Lukashenka as a democratically elected head of state. (No one assumes he will leave office immediately after this date, of course.)

  Under the 1994 Belarusian Constitution, the term of office for the current president expires on this date. However, as most people know, there was the very controversial Referendum of Nov. 26, 1996 (sic), in which the constitution was "modified" and the presidential term of office was extended two years. Most countries did not and do not accept the results of that referendum.

  "The country's first festival of gays and lesbians is being organized by the Belarusian League for the Freedom of Sexual Minorities, Lambda, and the magazine, Forum Lambda."

• October 17th, 1999 (Sunday)   -- Freedom March   Mensk, Belarus
  "Nikolai Statkevich, the 43-year-old leader of the Belarusian Social Democratic Party (BSDP), speaking for a group of seven opposition parties, stated that the group plans to gather 100,000 people for the freedom march in Mensk, in addition to a series of small but well-organized pro-democracy protests in September."

  "The purpose of the march is to express support for negotiations between the government and the opposition, demand the restoration of democracy and the rule of law, and the integration of Belarus into the international community."

  
  

• October 19th, 1999 (Tuesday)   -- Border Forum of Investors   Brest, Belarus
  "A border forum of investors is scheduled to take place within the framework of the TACIS (Technical Assistance to CIS) program of the European Union. Representatives from Belarus, Germany, and Poland are expected to attend. The forum is being organized by Poland's Lublin voivodship office, the Brest Regional Executive Committee, BAO Berlin (a German company), the Belarusian Association of Entrepreneurs, the Minsk Association of Entrepreneurs, and Employers with assistance of the Tsentr 21 Vek business support center."
