The Belarusian Youth Union (BYU) continues claiming to own a building in downtown Minsk, which it says it inherited from the Soviet-era Leninist Young Communist League (Komsomol). Since September, 1999, the Lukashenka administration is attempting to take over the building, as it has done with much of the property in Mensk. So far, the courts have upheld the BYU's position, and in March, 2000, the courts ordered the BPYU to pay back rent (which it had refused to pay). The BPYU is a Lukashenka-created organization and is one of the BYU's tenants.
In November, 1999, an Internet center was opened in Mensk within the framework of a joint program of the BYU and the United Nations Children's Fund (UNICEF). The center will offer young people training in operating computers and free of charge access to the Internet, a worldwide computer network. An Internet club and an Internet cafe are to be set up at the center in the future. The program is aimed at establishing a coordinating and information center for youth, where young people would be able to find information on the protection of the rights of the child and youths, and the activities of youth organizations. The center will assist young people in carrying out their own projects.
In early April, 2000, the BYU prepared to merge with the Russian Youth Union. The BYU views the merger as a logical and natural step and expects it to strengthen the longstanding friendship and cooperation between organized youths in Belarus and Russia. According to the BYU, the two unions will form a confederacy, whose top goal will be to promote Belarusian-Russian unification. The founding conference for the new organization is expected to take place in Moscow in late May.

Founded in 1999, the Vitebsk Youth Group, Veras, "is mostly spread in Vitebsk, Belarus, where it attracts nationally-conscious youth, propagandizes Belarusian culture, and promotes the development of the democratic society by active work in several directions."
