UNIBEL is an internationally funded program established to develop and provide free Internet access to educational and non-profit organizations within Belarus.
Most information on the CAC/UNIBEL Web site is in Russian. The site appears to have changed its focus from "UNIBEL", to the "Computer and Analytical Center of the Ministry of Education of the Republic of Belarus" some time in 1997.
As has been true throughout its history (since 1995 ?), it still appears to be a very unreliable site in terms of accessibility on the Web and its bandwidth.
Note: Some time in 1997 (?), UNIBEL appears to have changed its Web address, without the courtesy (common sense?) to have any forwarding in place at its old Web address.
Although there was information about its educational programs on the UNIBEL Web site prior to 1997, no such information seems available in 1997. (Though I have not completely explored the Web site. It may only be on one of the Russian pages. The pages in English have been greatly reduced.)
