"In the post-Soviet era ISAR's mission is to support local initiatives and empower local citizens seeking to create a more just and sustainable society. ISAR is guided in its work by the belief that meeting the social and ecological challenges of today depends on more equitable distribution of resources, open access to information and greater cooperation among groups and individuals."
"ISAR also serves as an information clearinghouse with an extensive database of West-NIS NGOs working on environmental issues. In 1995 this information was published and distributed to all Ukrainian, Moldovan, and Belarusian NGOs as the NGO & Ecology Directory. The database is constantly being updated, and a new directory with information on more than 500 West NIS Environmental NGOs was published in May, 1996. Another main activity of the Kyiv office is publishing environmental literature. Over a dozen publications, including many translations of foreign works on environmental themes, are distributed to the NGO community free of charge. In addition, ISAR-Kyiv distributes its own monthly newsletter to more than 600 addresses, which includes information about seminars, conferences, publications, grant and scholarship opportunities, and upcoming events of interest to environmental organizations. "In November 1995, representatives of Sabre and its principal partners in eight of those countries--Belarus, Bulgaria, Croatia, the Czech Republic, Hungary, Poland, Slovakia and Ukraine--met in Budapest to share their experience and prescriptions for a number of common concerns, with the aim of further improving the professionalism and effectiveness of book donation programs. This meeting was called the Dialogue of East European Partners (DEEP) -- Proceedings from a conference on book donation abroad."
