"The Council of Ministers of Belarus has adopted regulations regarding the stay of foreigners and people without citizenship in Belarus, and deportation. The regulations require foreigners and people without citizenship to register with the authorities at the place of residence within three days after their arrival in the country. Foreigners changing their place of residence must register at their new address."
"Officials of foreign diplomatic and trade offices, consular departments, military attaches' offices, international organizations, members of their families and their guests must register with the Ministry of Foreign Affairs. Foreigners staying in hotels must register there. Other foreigners and people without citizenship must register with offices of the Ministry of Internal Affairs. Exempt from registration are foreign heads of state and government, members of parliamentary, governmental and departmental delegations invited by the Belarusian government, technical personnel of these delegations, members of their families; holders of UN passports; members of military and civilian aircraft crews of foreign airlines, international trains' service personnel and some other categories."
"Foreigners coming to Belarus must have money to pay their stay in Belarus and expenses for traveling from Belarus. If a foreigner comes to Belarus for less than one month, he must have at least an amount equivalent to the Minimum Monthly Wage (at present 1,450,000 rubels or about $4.8) for each day of stay. Foreigners who intend to stay in Belarus for more than a month must have at least a sum equal to 50 times the Minimum Monthly Wage."
"The deportation regulations define deportation as a procedure related to the organization of forced expulsion of a foreigner from the country, applicable to those who come and stay in Belarus without valid visa, those who had their permit for permanent stay in Belarus annulled or those who have been denied permission to stay in Belarus. Foreigners who illegally cross the border are handed over by border guards to the authorities of the neighboring state."
"Foreigners detained by internal affairs or state security agencies or the Border Troops without passports or other documents are put in detention centers for establishing their identity. Detention for the establishment of identity and deportation is not allowed if a foreigner is under 16, over 60 with clear signs of disability, or if she is pregnant."
"Internal affairs and state security agencies are authorized to make a decision on the deportation of a foreigner. Deportation expenses are borne by citizens or legal entities that invited the deportee or by deportees themselves, and, in the event they cannot pay the expenses, by internal affairs and security agencies out of public funds or at the expense of the state that applied for the foreigner's extradition. If a deportee or the persons or organizations that invited him or her refuse to pay the deportation expenses, the money may be collected through court proceedings. A court may attach a deportee's property to recover the deportation expenses. "
